Time is UT at start of observation
and duration of observation follows the time.
Seeing gives two values:
- the actual "seeing" condition
representing stability of the atmosphere on scale of 0 (terrible) to 10
(perfect)
- the transparency of the atmosphere on a scale of 0 (almost obscured)
to 5 (perfectly clear).
